ANNANDALE SPORTS CLUB 2013 VOLLEYBALL LEAGUE
GAME RULES FOR COMBINED GRADE LEVEL TEAMS

BEFORE THE MATCH:
The referee will call a captain’s meeting 10 minutes before the scheduled start of the match.
The referee will determine which team captain makes the coin call.
Teams will share the court during 10 minutes warm up time, including hitting and serving.
After warm-ups both teams will line up on the end line until the referee signals teams to approach the net and shake hands.
The starting 6 players will remain on the court and all other players will report to the sideline.

DURING THE MATCH:
Time between sets will be 3 minutes.
Each team is allowed two time-outs per set.
The designated team captain is the only player allowed to talk with the referee during a game. If a coach wants an interpretation or explanation of a call, they may be allowed to call a time out to inquire.

AFTER THE MATCH:
At the end of the match (after the third set) the teams will be signaled to the base line by the referee. Subsequently the referee will signal the teams forward to shake hands at the net.
Players and coaches will assist with the break-down and clean up of the benches and nets. All volleyball equipment must be secured before teams are allowed to leave.

BASIC RULES:
Each team is allowed a maximum of 3 hits to return the ball to their opponent.
A ball may not be caught, held, thrown or lifted.
A player may not contact the ball twice in succession, except for the first hit.
A block or block touch of a ball at the net does not count as a hit.
Contact with the net is illegal and will result in a violation.
Any ball that touches the antennae is out, whether above the height of the net or at net level.
A player’s hands and/or feet are allowed to be on the center line but not completely across the line. If any other part of the player’s body touches the floor on the opponent’s court it is a violation.
A ball hitting the net and going over is legal and in play, even on the serve.

THE PLAYING AREA:
If any part of the ball lands on the court lines, that ball is “in”.
Basketball backboards, rims and other equipment outside the court are out-of-bounds.
A ball that contacts the walls of the gym is out of bounds.
A ball hitting the gym divider on serve is out of bounds. If a ball contacts the gym divider and the team has remaining contacts on their side they may play the ball.

MATCH FORMAT:
Every regular season match will try and complete 3 sets (within the 1 hour time allotment). Match won-lost record and game won-lost records will be used to determine standings.
The first two sets will be played to 25 points (must win by 2) with the third set being played to 15 points (or until the 1 hour time limit is reached).
Parents are asked to volunteer to be score-flippers and end-line judges as needed, working with the official on the stand. The match referee reserves the right to overturn any call made by the linespersons.

TEAM RULES:
Players, coaches, and assistants are the only ones allowed on the court sidelines.
A minimum of 5 players are required to start play. If a 6th player arrives, that player may enter the game immediately. When playing with 5th players, the team will not lose the serve when the 6th player goes to serve. The next player in rotation will serve.

SCORING:
ASC will use rally point scoring. Every play results in a point being awarded. (With the exception of a serve that is handed over to the opponent after 5 points- see “serving”)
If the time limit is invoked during any set, the team ahead at that time will be declared the winner of that set.
In the event of interference or other circumstance that causes the referee to signal a replay, no point is awarded.

THE SERVE:
A serve into the net or out-of-bounds is a point for the other team. Let serves are playable.
Servers must wait for the referee to signal for serve. If a serve is executed before the signal, the referee will signal a re-serve.
Servers must always be positioned behind the end line prior to contacting the ball. The entire width of the court is available to the server. A foot on the line at the time the ball is contacted is a foot fault violation and will result in loss of serve and a point for the opposing team.
Modified serving rule: Servers may be allowed to use the USAV modified service line, only if serving underhand. The modified serving line is 25’ from the net. If a player serves overhand then she must serve from behind the end line or 30’ from the net.
There is a 5 point cap on the number of serves a server can win in one service rotation. After 5 serves the ball goes to the opposing team with no point being awarded to the other team.

SUBSTITUTIONS:
Substitutions can be made during any dead ball.
More than one substitute may enter the game at a time.
The player subbing in and the player subbing out must stand between the 10 foot line and the net facing each other.
An unlimited number of substitutions are allowed but players can only go in for the same player/position each time.

Annandale Sports Club House League Volleyball
Established 2012
OVERVIEW
Annandale Sports Club (ASC) house volleyball program is designed as a developmental, recreational league. Teams are balanced with mixed abilities and grades 5-8. Our goal is to create a family friendly opportunity for girls in the Falls Church/Annandale area to focus on skills development with spirited competitive play. This league will provide opportunity for participation with minimal travel burden, time commitment and overall cost to the family.

TEAM COMPOSITION
All players that register will be placed on a team. There is no tryout and no cuts are made. Teams will consist of 9-12 players, depending on number of registered players and number of volunteer coaches. Teams are formed by balancing grade levels and skill level (as known).

PRACTICES/MATCHES
The season will run from Mid March thru early June. All teams will practice and compete based on a pre-determined schedule. All games/practices in 2013 will be held on Wednesdays. Players/parents cannot request a specific time for their team. Because we are using a Fairfax County Public School, our schedule is subject to change based on events/practices that are scheduled to be held in the gyms. Every attempt will be made to hold make-up sessions for missed days.

REFEREES/RULES
High school players and coaches will be asked to officiate all matches. ASC will follow the Official United State Volleyball (USAV) rules with some exceptions as noted in the rules descriptions.

CODE OF CONDUCT
Parents, players and coaches are expected to conduct themselves in a mature and professional manner at all times. Our goal is to provide a safe, fun environment for personal and athletic growth. Parents and players must sign a code of conduct and turn in to their coach prior to April 3rd.

SAFETY
No jewelry of any kind is allowed during practices and games. This includes watches, rings, earrings, braided strings or bands around the wrist or any other item that could cause injury. Parents must monitor/control children (siblings) who are in the gym and are not participating in the game. The gym is to be used only for volleyball – no other sports.

No food or gum is allowed in the gym. Only water in plastic containers is allowed. Parents, players and coaches are expected to clean up after their practice/match is over.

ANNANDALE SPORTS CLUB (ASC) PARENT CODE OF CONDUCT
Parents must understand the commitment their child has upon registering for an ASC volleyball team as well as their own commitment to good sportsmanship. The player is expected to attend every practice and game. It is incumbent on the player and parents to do everything in their power to meet this commitment, as well as support and communicate with the coach.

Parents also have further commitments in our program as follows:
1.Parents are expected to register and pay prior to the start of practice. Players/parents must notify coaches in advance if they are to miss any practice or team function.

2.Parents and players must do their part in getting to practice on time and in picking up players after practice on time. Coaches are not child sitters and would like to leave right after practice just like the families of our players so parents must be diligent in arriving on time.

3.Parents must refrain from communicating with their child while the child is practicing and playing under the coach’s direction. This includes during the game, while the player is on the bench, at time outs or at half time, unless the communication is of a personal nature unrelated to the sport. Parents should never direct their child to do something different then what the coach is teaching.

4.The coach will select the team and starting lineup for each game without parental involvement. Coaches will adhere to USAV substitution rules and may substitute when and who they wish. Coaches will attempt to give all players ample opportunity to play, however volleyball is not a times sport and some factors cause increased or decreased playing time. Parents should not offer unsolicited coaching tips as that demeans the role of the coaches in the program, who are volunteers knowledgeable in the area of coaching volleyball.

5. Abusive comments towards officials, coaches, other team's parents or players, or parents or players of their own team are not allowed. Parents or other spectators found guilty of this infraction will be restricted from attending games. Inappropriate behavior or comments by a parent will not be tolerated and that parent runs the risk of being suspended or terminated from the program in the sole discretion of ASC.

6.Parents should cheer positively for their own team and should never try to distract a player or yell abusive comments at other players. Parents found guilty of this infraction will be restricted from attending games.

7. If parents wish to speak with a coach about issues related to their child they should contact the coach via email whenever possible, unless it is an emergency.

8. If parents disagree with a coach regarding what the child is being taught they have a right to be heard and should bring the situation to the attention of the league coordinator. Opinions of outside personnel, or other coaches the child may have had, will not be considered and the ASC coordinator’s decision made in conjunction with the ASC president will be final. If the parents object to the final decision, an alternative is to remove the child from the program.

9.ASC strives to run its program to meet the needs of parents, children and coaches. If there is a problem parents are encouraged to deal with the situation discreetly and maturely. In the event a parent feels that his or her complaint is not being fully addressed by the coach, then that parent should contact the ASC league coordinator.
